INTRODUCTION
Patch-wearing clubs have a formal hierarchy with a structure that is similar in most clubs. The positions of president, vice president, secretary, treasurer and sergeant at arms are known as “officers”.
A new officer is elected whenever an existing office-holder is unable to carry out his job properly, usually due to imprisonment or sickness (motorcycle crashes etc).
Most clubs hold regular meetings (which they call “church”) that all patchmembers must attend to discuss matters relating to the club. The majority of clubs are run as a democracy with every patchmember having one vote. Many gangs hold annual elections to select their officers while others vote on a specific position when it becomes vacant or when another member mounts a challenge.
Each chapter has its own set of officers. A “chapter” is a group of club members under the control of one president. Some clubs, such as Rebels Australia or The Bandidos, have numerous chapters throughout the country (often with more than one chapter in major cities) while others have only one or two nationally.

The executive duties of the President are:
1. To preside over meetings of both the Executive Board and the club as a whole.
2. To judge items not covered in the constitution or in the rules regulations.
3. Directorship gives the president authority to judge items not in the constitution.
4. To act as the personal representative of the club in the area of public relations; as a liaison between the Rebels MC and local-law enforcement agencies; and as a connecting link between the Rebels MC and other outlaw motorcycle clubs.
5. To represent the club in any club business contacts and to supervise major economic transactions.
6. To assist Rebels MC officers in the interpretation of their club responsibilities, and to promote club life among members in general.
7. He must finish all correspondence (PRE) = President.

The Wise One
The Wise One, also known as "Chaplain" in other clubs often looks after the spiritual needs of club members, helps out when someone goes to the big house ( jail ), conducts marriages rides, funerals etc...He's an adviser for the club. He's also the one along with the Prez that will say if the Prospect is ready to get his patch or not.
He must finish all correspondence (Ch) = Chaplin.

The executive duties of the treasurer are as follows:

To monitor and record the club's income and expenditures.

To collect the dues and fines owing by members.

The treasurer is responsible for collecting any debts owed to the Club.

Checking out business opportunities prior to any decisions being made.

The treasurer is usually the person who handles the proceeds of a gangs illegal activity.

He is the official club photographer.
-
He is the Clubs PR officer.
-
He must finish all correspondence (TR) = Treasurer.

The position of Road Captain is a “non executive” position.
He is a appointed from the Veteran Patches.
The duties of the road captain are:

He is in charge of logistics during a club run. He plans the route and organises refuelling stops etc.

The Road Captain rides at the front and leads the pack with the president.

To enforce club rules and procedures for group riding.

He must finish all correspondence (Rc) = Road Captain

The executive duties of the vice president are.

To assist the president in all aspects of the day-to-day running of the club

To assume the responsibilities of the presidency when the president is unable to do so.

It’s his job to make sure that matters passed at club meetings are carried out satisfactorily.

He must finish all correspondence (VP) = Vice President.

The executive duties of the secretary are.

The secretary is responsible for the clubs paperwork.

He keeps minutes of meetings and records dates of significant events, such as anniversary dates (when prospects gain their patch).

He corresponds with other gangs and it’s his job to keep members informed of upcoming events.

The secretary is usually responsible for keeping records of club assets although the treasurer will do this in some gangs.

He must finish all correspondence (SE) = Secretary.
The executive duties of the sergeant at arms are:

To maintain order at club meetings in particular, and club activities in general.

To ensure that members adhere to club rulings, policies, and expected models of conduct when dealing with other members or outsiders.

To defend club members, property, or territory from outside threats.

He must finish all correspondence (SA) = Sgt-at-Arms

The position of Enforcer is a “non executive” position.
He is a appointed from the Veteran Patches by the Sgt-at-Arms. Working under the Sgt-at-Arms. Their main role is simply:
The position of Tail Gunner is a “non executive” position.
He is a appointed from the Veteran Patches by the Road Captain.
He will assist the Road Captain to plan the route for the runs, it's always better to have more then one opinion. As the Road Captain is leading the group with Prez, the Tail Gunner will close the road.
He must finish all correspondence with (Tg) = Tail Gunner.

To assist the Sgt-at-Arms in maintaining order at meets, events etc.

To fulfil any specific tasks the Sgt-at-Arms may request, generally violent tasks.

They must finish all correspondence (En) = Enforcer.
The Enforcer is generally seen as an 'Elite' member within any club, picked specifically by the Sgt-at-Arms to serve a greater duty, there can only be 2 Enforcers within each crew. Enforcers have their choice of any number of temporary assistants (keeping within the gang rules), these can be either Veteran or Soldier Patchs working under the same Sgt-at-Arms as the Enforcer.

PATCHMEMBERS
Patchmembers are members of the club who have earned the right to wear the gangs colours, after a suitable period spent “prospecting”. They take part in the running of the club and attend the gangs weekly meeting (“church”). They are commonly referred to as “members” or, in some clubs, “patches”.
Patchmembers must end all correspondence with either:

(Ve) = Veteran Patch

(So) = Soldier Patch

(Ne) = New Patch. Awaiting confirmation vote.
(MUSCLE)
A prospect is a “prospective” member of the club who is yet to earn his patch.

Prospects are expected to do what they are told and follow the orders of patchmembers.

They must be prepared to engage in illegal activities to prove their loyalty to the gang.

Prospects have no voting rights and do not attend meetings unless invited in.
-
Prospects can only wear a small patch on the front of T-shirt or singlet.
-
T-shirt or singlet must be crew colour.
